- בעקבות המאורעות שפרצו בארץ ישראל בשנת 1936 נאלץ שלטון המנדט הבריטי לתגבר את כוחות השיטור הקיימים, בלוחמים. עד סתיו 1938, רותקו לאזור - שתי דיביזיות של הצבא הבריטי, שאף הן לא ענו על הצרכים, בדגש על הגנת הישוב היהודי. לאור זאת, הוחל בתגבור המשטרה בבני המקום . הכוח נקרא - חיל עזר משטרתי כלומר, כוח עזר למשטרה הבריטית, או, משטרת הישובים העבריים . קציניה היו בריטים, המש"קים והטוראים - יהודים, שנתקבלו לשירות בהמלצת הסוכנות היהודית, בתיאום עם "ההגנה ." כלומר, פורמאלית היו תחת פיקוד בריטי, אך בפועל פעלו תחת פיקוד ארגון "ההגנה ".

The Notrim (Hebrew: נוטרים, lit. 'Guards'; singular: Noter) were mostly Jewish auxiliaries, mainly police, set up in 1936 by the British in Mandatory Palestine during the 1936–39 Arab revolt. The British authorities maintained, financed and armed the Notrim until the end of the Mandate in 1948. The Notrim were nominally answerable to the Palestine Police Force, but were in fact controlled by the Haganah.
