Andrew Graham (born 20 June 1942) is a British political economist. From 2001 to 2011 he was master of Balliol College, Oxford. He is currently chair of trustees of the Europaeum (2024), a member of the Advisory Board of Ethics in Technology, Hamburg University of Technology (2023–), and senior fellow of the Oxford Internet Institute (2011–). He is an honorary fellow of Balliol College and of St Edmund Hall, and an honorary doctor of Civil Law, awarded by the University of Oxford in 2003.
