הקונגרס הציוני העולמי הוא המוסד העליון של ההסתדרות הציונית העולמית, בו מתכנסים הנציגים של התנועה הציונית העולמית, שנבחרים ברשימות מפלגתיוית. בקונגרסים השונים נדונו הענינים שעמדו על פרק באותו זמן בתנועה הציונית העולמית. הקונגרס הראשון התכנס בבזל ב-1897. עד קום המדינה התכנסו 22 קונגרסים, בערים שונות באירופה. החל משנת תשי"א הקונגרסים התכנסו בירושלים.
