נולד במוסקבה ב1933. האב הוצא להורג ב1938 על ידי הנקוו"ד והדבר השפיע על הנכונות למאבק נגד המשטר. לא היתה לולדימיר תודעה יהודית, שייך את עצמו ללאום הפולני. סיים חוג למתמטיקה במכון להוראה המוסקבאי, עבד במספר מכונים אקדמיים. את הפעילות שלו התחיל ב1969 אחרי ההפגנה בנמל התעופה בזמן עזיבתו לארץ של האסיר הפוליטי דוד חבקין. ב1967 קיבל השראה מבוריס צוקרמן אשר נתן הרצאה בנושאים משפטיים. רכש ידע משפטי באופן עצמאי והחליט לעזור לנאשמים בנושאים פוליטיים. ב1972 נחקר בפעם הראשונה בעקבות פעילותו, וטען בחקירה, כי מבחינתו פועל לפי מוסר עליון כאשר עוזר לאזרחים. אחרי עבודת המחקר המשפטית שעשה בספרייה הלאומית, קבע כללים להתנהגות בחקירה שאף גיבש לכדי שיטה שכינה " PLOD " (נוטריקון המבוסס על ארבע מילים ברוסית).ב1972-1973 הוציא כתבי יד "כיצד להיות עד" ו-"כיצד להתנהג בעת חיפוש" אשר הופצו בסמאיזדט. הופיע עם הרצאות במוסקבה וערים אחרות, ניהל מפגשי יעוץ משפטי עם סרובניקים ואזרחים עם בעיות "פוליטיות" מול המשטר. ב1974 נבחר למזכיר הקבוצה המקומית של Amnesty International. יזם ואירגן סמינרים בנושאים משפטיים בערים שונות בהם הרצו מרצים שונים. ב1977 נחקר לגבי התיק של שרנסקי והשתמש בשיטה שלו בכדי להימנע מלענות על השאלות. נעצר ב1983, נשפט באשמת הפצת דיבה על המשטר הסובייטי ונאסר עד 1987. ב1988 היגר לארה"ב.
